This proposal aims to estimate the value of statistical life (VSL) for low and middle-income countries (L&MIC) in Latin America by using appropriate nonmarket valuation methodologies, with emphasis in the impact of urban air pollution. According to the Lancet Commission on Pollution and Health the impact of pollution has been neglected in L&MIC. The research will take place in Colombia, Chile and Costa Rica, although different methods will be used in each country to adjust for data availability. We will focus on understanding the impact of methodological definitions, socioeconomic characteristics, gender differences, and attitudes and perceptions on the estimation of the VSL. We will first estimate a hedonic wage function using pseudo panel data from several waves of National Socio-Economic Surveys in Chile and Colombia. Moreover, in all three countries we will implement a choice experiment survey considering attributes such as the type of death risk (pollution, road accident, and labor accident), current risk (number of deaths), reduction in the risk, cost to the household, and latency, among others. Attitudes and perceptions will be incorporated using cutting-edge hybrid choice models. Outcomes are: 1) papers on estimating the VSL in L&MIC using labor market data, estimating the VSL in L&MIC using stated preferences, and the role of attitudes and perceptions in the estimation of VSL; 2) policy briefs about methodological guidelines and good practices to estimate the VSL using labor market data and SP techniques, and VSL meta-analysis for L&MIC; 3) Three datasets including a pseudo panel of labor data, data regarding VSL estimates useful for meta-analysis, and the dataset resulting from a choice experiment; 4) broadening and strengthening the current EfD network of experts in VSL estimation.
