This research studies practices and perspectives of social protection in two rural areas in Colombia, focusing on how recent developments in mobile banking are inscribed in existing networks as well as contributing to their transformation. Social protection in Colombia, for the majority of the population which works in the informal economy and particularly in rural areas, relies heavily on family networks. Two processes have particularly affected the dynamics of social protection in the areas under study: the armed conflict with its impact on local economies and the displacement of families forced to reconfigure across different territories, and government programs such as conditional cash transfers that have both brought these populations into the realms of formal banking and expanded financial services into rural areas, first through banking correspondents and now through mobile banking. Fieldwork will be carried out in two phases for each site. First, a series of interviews and informal conversations with recipients of government transfers in which both their experiences with mobile banking and this research’s focus on social protection (in terms of help in case of need and provision for future scenarios) will be discussed. Then, I will focus on three families in each locale that will be the subject of more in-depth study as we reconstruct, with the help of social network methodologies, their practices of social protection and the role mobile banking is playing and can play in these evolving arrangements. I will be comparing two regions that share the mentioned characteristics but also vary in terms of economic dynamics: whilst in Montes de María peasants have relied on food production and export crops such as Tobacco, in Putumayo they have relied heavily on the illegal coca trade for cash provision. The hypothesis is that mobile banking adoption will vary in these different contexts.
